Odisha will set up DIPA to stimulate the rural economy

Bhubaneswar: The government of Odisha decided to establish industry and investment promotion agencies (DIPA) at the district level to create new employment opportunities and stimulate economic activities in rural areas.

The decision was taken at a high-level meeting here on Monday held digitally under the chairmanship of Chief Secretary Suresh Chandra Mahapatra.

The Principal Secretary of State for Industry, Hemant Kumar Sharma, presented the proposal to expand IPICOL’s activities to the district level.

In evaluating the proposal, Mahapatra led, these agencies should focus on facilitating and empowering micro, small and medium enterprises.

They should function as a single point of contact for all entrepreneurs and investors, said the chief secretary, adding that this would facilitate them from project formulation and capacity building to finance, production start-up and development. links with the market.

He said that this would also make it easier for them to benefit from different assistance from the government in accordance with the existing arrangements.

The chief secretary called on collectors to play a proactive role in promoting micro, small and medium enterprises in their respective districts.

He said that MSMEs are engines of economic growth and their promotion in the district will lead to equitable growth.

The collectors were asked to provide decent office space in the collectors for the placement of the units.

It was decided that the DIPAs would be managed by three professionals under the direct supervision of the respective collectors.

The DIPAs would be implemented in different districts in a progressive manner with feedback and learning on the functioning and results of the agencies of each previous phase.

It was decided to pilot the intervention in three districts namely Ganjam, Sundargarh and Jagatsinghpur. Piloting of the first phase could start in August and would be extended to districts like Angul, Balasore, Jajpur, Jharsuguda, Keonjhar, Rayagada, Sambalpur and other districts based on the results of the pilot phase.

A target has been set to cover all districts by March 2022, official sources said.
